Nikolay Volgin is Deputy Chairman of the Academic Council of the All-Russian Research Institute of Labor of the Russian Ministry of Labor, Deputy Chairman of the Institute's Scientific Committee, and a member of the competition and certification committees of the All-Russian Research Institute of Labor of the Russian Ministry of Labor.
Since 1986, he has been actively and professionally involved in scientific and educational activities. At the Russian Presidential Academy of Public Administration (RAGS) and the Russian Presidential Academy of National Economy and Public Administration (RANEPA), he established and headed the Department of Labor and Social Policy until early 2014. He had been working at the All-Russian Center for Living Standards as First Deputy General Director and at the Moscow Institute of Economics, Politics and Law as the Institute’s Scientific Director, (2014–2016).
N.A. Volgin served as President of the National Assembly of Specialists in Labor and Social Policy (2005–2016), which he co-founded and co-founded. He was also editor-in-chief of the scientific and practical journal of the Russian Tripartite Commission (RTC), "Social Policy and Social Partnership," which is included in the list of peer-reviewed scientific publications in which the main scientific results of dissertations for candidate of science and doctor of science (Higher Attestation Commission list). He is an honorary doctor of the Northern (Arctic) Federal University (Arkhangelsk), and an academician of the Russian Academy of Natural Sciences (RANS) and the Russian Academy of Sciences (RAS).
N.A. Volgin is a distinguished specialist in labor economics, personnel and human resource management, and social policy, with research interests covering motivation for productive work, standards and quality of life, income and wages, the labor market, employment, unemployment, and social development, particularly in the Arctic and the Russian North. He developed and implemented a new market-based compensation model, "VSOTerKa," at several enterprises in Russia and the CIS (Vilar PEZ, Russia; Mediz AP, Uzbekistan; Mangyshlakneft PO, Kazakhstan, and others). By basing itself on a range of pay ratios for different performance levels, this model significantly motivates employees to produce high-quality work.
Since May 2019, he has been a member of the Higher Attestation Commission under the Ministry of Science and Higher Education of the Russian Federation and a member of the Presidium of the Higher Attestation Commission. Since the early 2000s, he has served on the VAK expert councils in economics for approximately ten years (chaired by V.V. Ivanter and B.N. Porfiryev).
Under the scientific supervision of Nikolai Alekseevich Volgin, dozens of graduate students, doctoral candidates, and postdoctoral fellows have conducted their research, including approximately 20 doctoral dissertations and over 70 candidate dissertations.
In 2000–2015, he chaired the doctoral dissertation council for dissertation N. 502.006.03 (D. 504.005.01) at the Russian Academy of Public Administration (RAGS) and the Russian Presidential Academy of National Economy and Public Administration (RANEPA). Since 2018, he has chaired the dissertation council for dissertation no. 124.008.01, and currently the dissertation council for dissertation no. 46.1.001.01, both established at the Federal State Budgetary Institution "All-Russian Research Institute of Labor" of the Ministry of Labor of the Russian Federation.
N.A. Volgin has published over 600 scientific and educational works (monographs, encyclopedias, articles, textbooks, etc.), totaling over 1,600 printer's sheets. Hirsch index — 34.
N.A. Volgin has received state awards, including the Order of Honor, the Certificate of Honor of the Government of the Russian Federation, and industry and regional distinctions.
In 2020, the Ministry of Labor and Social Protection of the Russian Federation awarded him a letter of gratitude, and in 2025, the Presidium of the Higher Attestation Commission awarded him the Certificate of Honor.
N.A. Volgin is an Honored Scientist of the Russian Federation, Dr. Sci. (Econ.), and Professor. Since September 2016, he has served as an advisor to the Director General of the All-Russian Research Institute of Labor of the Russian Ministry of Labor.
Since November 2018, he has served as editor-in-chief of the journal "Social and Labor Research" of the All-Russian Research Institute of Labor of the Russian Ministry of Labor. In October 2019, the Higher Attestation Commission included it in the list of peer-reviewed scientific publications, where the main scientific results of dissertations for candidate and doctoral degrees must be published.
The journal "Social and Labor Research" of the All-Russian Research Institute of Labor of the Russian Ministry of Labor, which is included in the HAC list with an impact factor of 4.381, significantly contributed to the Editor-in-Chief. Symbolically, in honor of the Founder's anniversary and the 70th anniversary of the All-Russian Research Institute of Labor, the journal was included in the RSCI system, which includes the most authoritative Russian publications.
